If you had driven out to the Sand Hollow basin much before the turn of the century, you would have found exactly what the name promises: a wide, sandy hollow of red Navajo sandstone, greasewood, and blowing dune sand, good for grazing a few cattle and for turning loose a dirt bike on a Saturday. What you would not have found was water. The million-plus visitors who now come every year to Utah’s most popular state park are swimming, in a very real sense, on top of one of the most ambitious water projects this corner of the state has ever built. That contrast — bone-dry desert and a mile-wide blue reservoir sitting in the same place — is the whole story of Sand Hollow, and it is why locals still can’t quite believe it every time they crest the hill and see it.
How a dry hollow became a reservoir
Sand Hollow Reservoir was completed in March 2002 and dedicated as a state park the following spring, in April 2003 — which makes it, by the standards of a region settled in the 1860s, brand new. It was not built for recreation. The Washington County Water Conservancy District built it to keep the taps running. This is desert country with no lake of its own to draw on, and the Virgin River is effectively the county’s only water source. The district diverts Virgin River water and pipes it into Sand Hollow, banking it against the dry years that always come.
Here is the piece most visitors never learn, and the piece a water engineer will happily talk your ear off about: Sand Hollow stores far more water than you can see. The reservoir holds roughly 17 billion gallons on the surface, but the Navajo sandstone beneath it acts like an enormous natural sponge, and the project deliberately lets water seep down to recharge the aquifer — an additional 98 billion gallons banked underground. That "managed aquifer recharge" has been studied for years by the U.S. Geological Survey, and it is what makes Sand Hollow the largest water storage facility in the county. As the district’s general manager put it plainly, the community "literally survive[s] off the reservoir’s storage during dry years."
So when you float out over the deep end, remember that the red rock you can see dropping away underwater is the same porous stone quietly holding a second, hidden reservoir. It is a rare thing to swim in a drinking-water bank — and rarer still to be encouraged to.
The water: what to actually do out here
The reservoir covers about 1,300 acres and sits near 3,000 feet of elevation, low and warm by Utah standards. Water temperatures run in the low-to-mid 80s from May through September, which is why Sand Hollow has become the summer swimming hole for half of Washington County. The shoreline of smooth red sandstone slabs and small coves is genuinely unusual — you can walk right off warm rock into deep, clear water.
Boaters, wakeboarders, paddleboarders, and kayakers all share the main body of the reservoir, and because the water is so clear, Sand Hollow has quietly become one of the better freshwater scuba spots in the Southwest — dive shops in St. George run training and certification dives here. Anglers do well too: the reservoir is stocked and fished for largemouth and smallmouth bass, bluegill, crappie, and catfish, best worked from a boat or from the quieter coves on the west side. It is a stillwater fishery, so bring patience and a light line.
Sand Mountain and the dunes
On the reservoir’s south and east sides rises Sand Mountain, and this is where the "sand" in Sand Hollow earns its keep. The park protects roughly 15,000 acres of open, ride-anywhere dunes — one of the largest OHV playgrounds in the state. ATVs, side-by-sides, dirt bikes, and dune buggies are all at home here, and the terrain ranges from gentle bowls for first-timers to steep faces that will humble an experienced rider. Long before the reservoir existed, this dune field was already a locals’ riding spot; the water simply gave people a reason to stay all day.
One serious word of caution from someone who has watched the ambulances roll: this is real desert. Summer sand temperatures out here have been measured as high as 165°F — hot enough to burn skin and blow tires. Ride early, carry far more water than you think you need (a gallon per person per day is the rule), and treat afternoon heat in July and August as a genuine hazard, not an inconvenience.
A local’s notes before you go
A few things the brochures underplay. Because the water is warm and still, Sand Hollow occasionally sees "swimmer’s itch," a harmless but annoying skin reaction from a microscopic parasite — toweling off promptly when you leave the water is the simplest defense. If you’re trailering a boat in from out of state, plan for a mandatory inspection at the launch: the whole Colorado River system is fighting invasive quagga mussels, and Utah takes it seriously. Camping is first-rate, with beachside RV and tent sites that let you wake up to the water; summer weekends and holidays fill fast, so reserve ahead. And bring shade — the landscape is spectacular and almost entirely treeless.
The best light of the day is the last hour before sunset, when the Navajo sandstone goes from orange to a deep rust and the water turns to glass. Stand on the west shore then, look back toward Sand Mountain and the distant blue wall of Pine Valley Mountain, and you will understand why a place that was empty desert two decades ago now draws over a million people a year.

Sand Hollow pairs naturally with its older sister reservoir, Quail Creek State Park, just a few minutes north — the two are part of the same Washington County water system, and Quail Creek’s cooler, deeper water is the local favorite for serious anglers and calm-water paddling. In town, Sky Mountain Golf Course offers red-rock and Pine Valley Mountain views from every hole, and the historic Hurricane Canal Trail tells the older water story — the hand-dug pioneer ditch that made the town of Hurricane possible in the first place. Do the canal in the cool of the morning and the reservoir in the heat of the afternoon, and you’ll have traced a century of how this desert learned to hold onto water.
